I have 2 z3300 homelite chainsaws Used parts to get a chainsaw running would like to turn the remaining one into a engine for a dredge.
I need to know if I can change the clutch with a pulley system.

Anything is possible if you have enough money.
There probably is a way to attach a pulley to the center of the clutch.
It then would be direct drive so you could disengage the belt with another pulley in the system that puts tension on the belt.

Or knock the spur out of the drum and weld a pulley in it's place. Belt size would be limited.

I was thinking of taking the clutch and bell off,  and putting the pulley on the shaft some how. maybe even extend the shaft with a peace of pipe.
Just thinking on what you said hooking the pulley to the bell, cut out the pulley and tack weld in a few spots might work.
