What Do these circled screws have a handle on them for?

no the ones with the handles are probably for pulling the side cover off win the other bolts are out screw the ones with the handles in and it pushes the cover off

I also think theyre jack bolts.

Gotta be. My cover is slightly different then yours but that's roughly where the dummy holes are to put bolts into to pop the cover off.

When I'm using mine it doesn't stay on long enough to have to use those holes hahah good old problematics.

they are there to pull the cover off, your cover must be abit loose for those to pull the cover . I know the gearmatic I work on the cover is kept tight on the bearing so I use longer threaded bolts and wrenchs to get cover off
