Optional Cover Plate for 046/MS460

When is this cover plate that is fitted on the starter cover required? Is it for cold weather ( snow) or wet weather?

Willard(I think) has posted pics with that cover on working in winter. Not sure if it's to reduce airflow to keep it warmer, or to restrict snow intrusion, but I'm pretty sure it's cold related. I wouldn't want to use it when it's warm and wet.

Yes, cold climate package. Helps prevent carburetor throttle blade icing. By keeping temps warmer around the intake. And reduces snow, ice crystals from being drawn in.

Carburetor icing can happen even when ambient air temperature is above freezing.
