Woodmizer LT40SH CG-13 engine problem

I have a Wood-mizer LT40SH with a Nissan CG-13 engine that is not running right. I need to manually manipulate the choke to cold start it and it needs to really warm up before it will function properly. There is a small plastic gear on the throttle linkage with broken cogs that I suspect might be the culprit. As these engines have not been used on these mills for two decades now, Wood-mizer has not been able to help me. I don't even know what the part is called to I can search for it. I saw a previous post here were another member was having the same issue but the thread ended not saying if his issue was resolved.

These Nissan engines are awesome. Parts are tough to get. 
Most likely the coolant passage is blocked with rust , crud etc. 
remove the carburetor and clean the passages. Check all metal elbows for blockage . Almost guarantee it will solve the choke issue.
