Can anyone ID this old tool?

This has been under my bench for a long time, the few people i've asked didn't know what it was. Any ideas?  About 7" long.

It's not so much a tool, as a small storage device. It is a fancy holder with a wooden handle to keep 3 thumbscrews organized and handy when you need them.  ???
Experience is something you don't get until just after you need it.
