AC Delco 5000 Watt Generator issue

Hello,
Working on a Gas powered generator AC/Delco made by a China company not the AC Delco company I know. I called them and they said WHAT? I called the # on the buffalotools.com they said call AC Delco.
So I am on my own. I found some info on You Tube. I checked the alternator it has 3 volts on the brush. I have 3 volts from L1 and L2  3 volts from R1 and R 2. I did flash the rotor with 12 v. Still nothing happening!
So I am down to the AVR (Automatic voltage regulator). It is a 4 KV 120 V/ 240 V 60 HZ
If you may have some suggestions I would be greatful.

I think the gernerator will be needed before the night is over. .....It is blowing crazy!

What voltage did you get across L1 and L2 while feeding 12V to the rotor? If it came up I would suggest you are correct about the avr. If no change the brushes are not making good contact or the rotor is pooched. We get a lot of calls on those off shore gennys, pretty hard to troubleshoot when service information is not available.

Hello,
They told me to put 12 v on the brush + to left and- to the right for a milli second. They called it flashing the Alternator. It did not help. So I am going to call the owner tomorrow and see what they want to do. You can order them from over the pond for less than 20.00 ( should arrive in 4 to 6 weeks  :o ) or around 150 in us. One web site said there were different grades of AVR.
