I've finished my solar kiln and have wood in it now but it's not getting quite hot enough for long enough to sterilize everything (the stuff on top is probably sterilized).

I'm just a hobbyist, so it will be small at about 2'x2'x10' and I want to do it rather cheaply. My plan is to use 2x4s and R13 fiberglass insulation with halogen lights (4 @ 250 watts each) plugged into a temperature controller for heat.

Should this work?

It will work.  We use $10 thermometers in ours.  They quit reading around 160° F but heat in excess of that does not seem to damage the sensor or wiring.  Digital LCD Indoor/Outdoor Thermometer Hygrometer Temperature Humidity Meter 888494937749 | eBay

Can you introduce a heat source into your current kiln so that you don't have to handle the lumber twice?

I'd prefer to do that because of what you said about handling lumber twice and I wouldn't have to build something else. 
My kiln isn't close enough for me to use anything electrical (it would take  quite a few extension cords), so I'm not sure what to do there. I'm also concerned about how even the heat will be in it.

The fans should help distribute the heat.  What about a propane type of space heater?  You'll still need 120V to run it though.  Do you have a generator handy?

I have thought about making an opening and shelf so I could set a 50,000 btu space heater up to shoot heat into my insulated reefer box, and opening the vent on the rear just enough to let the heated air into the container. Problem is, with the plastic liner, could probably over heat the thing, limit if I remember right is 160 degrees f on the plastic walls. Other concern is getting the thing on fire.  No problem with just solar heat, but it only reaches about 120 degrees.
