John Deere 440 winch issues!

John Deere 440 skidder winch
Has 1000 psi pressure on spool out and 400 psi on spool in and won't pull anything in anyone come across this or have any advice on fixing issue?
(Took pump out of wet side cleaned and repaired screen it was plugged (had) 400 psi both winch in and winch out before I fixed it)

I had a old straight 440. One of the first ones. If the filter got a small amount of water it would not work. New filter back, in business. Not saying that's your problem but all I know. Good luck.

Brand new oil brand new filter on it now
Not sure what the problem is maybe valve buggered up?
