What you need is Horseloger to give you the right terminology on it.   As I remember the set is a bob sleigh but what you have is the front "truck" assembly.   The kingpin (you have) should drop into holes in an adjustable "bolster" witch is a 2X8 or so board that runs up the center of the back truck and out it's front like a tung.   The wording and some of the parts very from east coast to west coast quite a bit and as an Arizona boy I don't know a ton about cold weather horse gear but I know quite a bit on wheeled horse drawn equipment.   I could be all wet but I think "truck" is the word you want. ;)

HI Jeff:

Your pictures look like sleighs people used around here to hull stovewood and 4 foot pulp to town or the train, to offload by hand onto box cars. In your Old time logging and milling thread I have a photo of such sleds used to haul pulpwood. In the photo there is a long chain of sleds and horses pictured near Miramichi.

As the guys mentioned, bob sled was the term. My uncle sold one with interchanging wheels and runners to a bear hunter from PA he was guiding on a spring hunt. Uncle used it to haul hey and wood untill the late 1970's since he always had a team of horses. Around Christmas he used to haul the local kids on sleigh rides  :)
