Bell tree cutter

The Bell I am working with will start and run and lift the boom and tilt, but will not rotate or open the grapple, and I put the lever on the right forward like it says but the machine won't move fwd or reverse but sounds like pump is straining when rotating the pedals.Full of fluid and rocked levers back and forth, machine has not been moved for 4 years. Any suggestions ?

 if the engine is loading it means the pump is working and the path to tank is being blocked by something.  that something is upstream of the functions that arent working because the flow isnt getting to them and the relief valve is opening before the engine stalls. a schematic would help

i dont know the layout but if it has a single pump and multiple valve banks there is probably some type of priority flow divider valve sorting the single stream into two streams.  it will put a minimum GPM on the priority port and the rest of the flow, if there is any, goes over to the other port.

Mine has a park brake on it. It is a selector valve that pulls in or out. I don't know if that's the lever on the right your talking about but it is in the center between the foot pedals on my machine

This Bell has a bar you fold up off the floor that locks the two pedals in neutral , I don't see any restrictions from tank to pump and if I have hyd to lift it must be ok in pump, must be somewhere from pump to handles? Just thought there might be a trick I didn't know.

id really have to see a schematic to be of any use, sorry. never seen a bells in person.

The bar for the pedals is not the brake. The wheel motors have brakes on them that operate with the  valve I mentioned earlier. If you say it strains when you push on the pedals it sounds to me like the brakes might be on. The drive motors and transmission that runs them are separate system then the other functions if I remember correctly. Seems like you might have 2 separate issues

^^^^^^  The parking brake is integrated in to the final drives on each side. The brakes are spring applied and hydraulic release.  I seem to recall some of the super t machines had a toggle switch to solonoid valve to release the brakes . If you pull the panels off the front out toward the wheel you can probably find the brake line ,  it is the smallest one going to the final  probably 1/4 inch .Then follow that line it will be teed to the release line going to the other final and the to which ever kind of actuation valve that machine has.   Just out of curiosity , have you ever used a Bell before OR loaded one on a two ramp lowboy?  Make sure ain't nothing heavy in the cab with you when you do.  Also make sure the engine kill for fan belt failure is operational those air cooled duetz engines will melt down quick with no fan.
