Assistance with our garwood winch

We are currently trying to get our winch truck going which has a Garwood winch on it. I will post some photos hopefully somebody would firstly be able to tell us the size of the winch. The winch shaft is 2 3/8 of an inch. In the photos I've provided there is a picture of a collar that goes on the shaft. This collar goes between the free wheeling dog clutch, fork assembly and the other side of the collar is the bush bearing on the Outrigger. We cannot seem to activate the free spool due to the fact this collar is in place. We're wondering if this collar is put in there to prevent free spooling. Also would anybody have literature or parts diagrams on this winch. Please be gentle with me as this is my first post on any forum like this.

Im guessing a new winch/truck acquisition? Have y'all taken the collar off to see if the fork moves and if the unit will free wheel? Since its keyed, i would venture to say its suppose to be there. I couldnt think of any rational reasoning why they would have designed the system so that collar has to come off each time the winch needs to be free spooled. 

Do the winch have any part or model number markings you can provide. 
A lot of military trucks used garwood winches, to include the 20k and 45k winches on my 936a2 wrecker. 
The 816 wreckers had garwood 45k on the rear that had a free spool option (wish my 936 did. Im tired of paying a little out, tug on the cable, pay a little out and tug, repeat till enough cable is out to do the job) and that 45k looks similar. I might be able cross reference the winch info and see if there is a manual on a military truck forum im on.
