I heard the same story on the news or radio.

Seems that a stroke affects one side of the body/brain.

So if they can't smile - one side or the other doesn't move
     if they can't raise both arms straight out at the same time
or
        they can't complete whole sentence
they're having a stroke.

The story reports its a simple guide for the average joe - or - an EMT to determine whether they're having a stroke.
