Outdoor Webcams

Does anyone here use a webcam that can be accessed from a Smartphone or IPad?  We would like to setup multiple cameras on and around our Camp property.  We have electricity there but no Internet service.  Do I need Internet service or would a Cell Phone type signal work?

Edit: Maybe not directly by cell phones. May need internet.

I've heard of guys monitoring their cabins and trail cams from home, but don't know the particulars.
