Is the bark included or excluded?

I have a blue Logrite scale and I am wondering about where to start and stop a measurement.  When measuring the width, do I measure inside the bark?

Straightgrain

The bark does not count at the mill, but it does count at the DOT scales....

Cedarman

When measuring ERC, a tape measure is usually used and the measurement includes the bark of one side.  Bark is only 1/8" thick so does not affect the measurement of the log.  Cedar is so irregular that you can get 2 different diameters depending on how it is measured.
Hardwood is measured inside bark.
I am in the pink when sawing cedar.
