Yes, primary air elbow was cleaned about a week ago by dealer. Both solenoids open and close and it does seem air is getting in.
I have noticed the temp readout on the firestar flicker really quick when a solenoid opens or closes. One dealer said he was unsure why it was doing it. Ive also seen it flash HI when doing the same. And im pretty sure the water temp isnt above 200.

Got another load of wood into the shed. While i was stacking it i noticed that my pulse timeout kicked on and only lasted for about 5 seconds. Pulse timeout at the time was set for 120 seconds every 5 minutes.

Im wondering if something funky in the firestar controller is going on and the idle pulse time out and length variables are switched? Changed both to 30. We will see what happens.

Knowing you've checked everything else, it appears that the firestar controller is the only thing left that hasn't been checked.  I wonder if the local Central Boiler dealer to swap out the one you currently have for a test unit.  Worth a shot.  Roger
