I know there was a previous thread, but I couldn't find it.  I got this with a bundle of auction junk.  Any ideas?   The handle is about five feet long.  Thanks!

Modern version looks like this.

Wire Strainer Fence Wire Tensioner - Lifestyle & Garden - TopmaQ

As you work the handle the claws basically "walk" up the chain, and pull the wire tight. 
Weekend warrior, Peterson JP test pilot, Dolmar 7900 and Stihl MS310 saws and  the usual collection of power tools :)
