LT 35 question

Is it true that the LT35 doesn't have a blade brake system?

The LT 35 does have a blade brake.  When you disengage the drive tension the drive belt idler pully spring pulls the pad into two grooves on the drive wheel

Ok, so does that supposed to stop the blade from spinning?
