On start-up with idle up no hydraulics. Idle down will try to lift main boom will stall. With idle up and drop safety lever fast, will lift about a foot and will eventually work boom up all the way; after numerous times up and down will work okay.
Has anybody come across this before? Any help would be appreciated.

Checking pressures and tempratures would be my first step. Dont know the machine but if its a compensated pump Does it have a load sense line? Hydraulic problems can be a lot of different things. Sounds like your pump could be not destroking, valve bank could have bad orings spools not in nuetral or a number of other things. Does it lug down engine when running a function or relieve the engine?
