Walt, when you pulled the carburetor off the insulator block, did you check for loose bolts that secure the insulator block to the head?  I have that style of carburetor mount on a 162SE and have found them to vibrate loose yet the carburetor prevents them from turning out more than a turn or two. I have been thinking about using some blue lock tight on those two bolts.  I do not have enough experience with that design to know if it is a common problem or not.   Is that brass plug you removed the governor?
