Timber Jack 240

The Gearmatic 119 on my TJ240 giving me loads of trouble. The clutch seams to be always engaged The brake  slave cylinder was removed and frozen. Drum continually spins even after disconnecting all lines. Is there suppose to be a gap between clutch band and inside of the drum? i'm thinking the clutch cylinder is also frozen keeping ban tight to the drum and engaged. Also having a heck of a time getting brake bands off really don't want to remove clutch band gonna try just removing slave cylinder. Any suggestions?
