What time of year is the best time to cut it down if you want the bark to stay on ??

Up here That means winter cut/winter cut. Said another way, come late fall you cut live cedars off the stump and get them on the sawmill and the boards on sticks. Traditionally this is the way all lumber cutting should be done anyhow, no stain, less cupping, less splitting, less shrinkage, etc and the bark should stay on if left on.

I should have said this in the beginning, my uncle wants to leave them in log form and to keep the bark on for some project. I assume it Would work for this application also ??

I think winter cut is your only hope but the bark may get loose in time. The log will shrink at some point and I would say the bark will not go with it. I used to deal with a cedar mill and he said over time they had to put small nails in to keep the bark on.
