I'd like to harvest some seeds from a beautiful Common Horse Chestnut in my neighborhood.  Does anyone know how best to go about doing this, and what should I do with the seeds once I've collected them?
Any advice would be appreciated

I don't have any experience with the horse chestnut, but found information at these two sites which may help you.  They both have more information than just propagation, but it looks like they have what you are asking about.
