Terrace rails in timber frame technique

I have several questions.
1. How is correctly named in English this type of railing?
2. I want to make in carpentry/timber frame technique without or with minimum screws. So I want to use mortise and tennon joints. I want to make if of pine or larch. Is it possible? Is it a good idea for outdoor use? Of course slanting rain will fall on the railings.

(That would also not be code compliant for a raised guard railing nowadays, it is too open)
