Poulan 4218 Won't Start

Borrowed my brother's Poulan Pro 4218 to finish cutting a large crepe myrtle in my yard.  The saw hasn't been used for several years but didn't have fuel in it and looked to be in great condition. Put in fresh gas and mixture, cleaned the plug that looked good, and checked the fuel line because I've dealt with Poulan's before. Fuel line was intact. Must have gone through the start-up procedure 20 times with no luck getting it started. Noticed the fuel line was kinked or twisted at the filter so primed the bulb while untwisting the line and saw fuel go up the hose to the carb. It started with no fuel in the tank but once the tank was full it would not start. Went to remove the clear twisted part of the smaller hose inside the larger hose and learned that it must be a liner. Ended up pulling out and removing a few inches of clear fuel line liner and started it without fuel but once the tank was filled couldn't start it.  I also couldn't get it started without the fuel filter on after inner line was removed. Why won't this thing start and does that fuel line need replacing.

You may have a tank vent issue. There should be a small rubber duckbill vent at the top of the far side of the tank as you look in the filler hole. You might check its condition and function.
