Another what is it

A neighbor found this today in some flea market stuff. It is molded plastic with some "blades" secured my set screws. They are not sharp. The one at a 45 does not move and does protrude out of the bottom. The whole thing is about 6 inches long. At first glance I thought it may be some kind of angle finder them saw that are no markings of any kind on it.

To me it looks homemade, some sort of a protractor for marking miters?

I thought so to at first. There are mold marks where the 2 parts of the mold were put together. Nobody is going to make a mold for a one of a kind.
